Change Order Error when Item Rules are Active

When we try to update a revision level attribute using Change Order, we see the below errors.
If we perform the update by the Update Button (without Change Order) each change is made properly.

1.Query has exceeded 200 rows. Potentially more rows exists, please restrict your query.
2.There is no row of "<Attribute group>" like the row you wanted to alter.

The issue can be reproduced at will with the following steps:
1. Update user-defined attribute using a business rule from within a change order
