Quote Adjustment Change Reason Gets Defaulted For Line Level Discounts On The Header Level

Quote adjustment change reason gets defaulted for line level discounts on the header level
Expect user to be able to apply change reason correctly in quoting.
The issue can be reproduced at will with the following steps:
1. Create a quote.
2. Add a line and add a line level adjustment with a change reason
After save, price the quote and go to adjustments from the lines again the change reason is still there and the same:
3. Go to the quote header.
4. Open up Price Adjustments. The Change reason for the line level adjustment is "NONE" and when user tries to navigate out of the record the validation LOV appears. This shouldn't happen as change reason was already provided.
The change reason is NONE on the line level adjustment but the adjusted amount is still correct. When I try to create a new record here the form asks me for a valid change reason first:
5. Choose a change reason from the LOV so the form let's the user leave the record.
After provided the reason I can create a new header level adjustment line:
6. Add a header level adjustment and press apply. When user reopens the Adjustments form the line level adjustment is not there.
Apply the Adjustments, save and price the quote. When I reopen the adjustments the line level adjustment disappeared:
The issue has the following business impact:
Due to this issue, cannot place change reason correctly.
