POSCHORD Erroring Out With Message ORA-06511: PL/SQL: Cursor Already Open After R12.2.6 Upgrade (Doc ID 2271960.1)

On : 12.2.6 version, Purchase Order Issues

When supplier is requesting changes on multiple lines for quantity and promise date through the PO_ACKNOWLEDGE_008 inbound interface in xml gateway, the workflow POSCHORD is going into error with the following message:

Failed Activity Shipment quantity change within tolerance?

Error Name -6511
Error Message ORA-06511: PL/SQL: cursor already open
Error Stack POSCHORD.SHIP_QUANTITY_WITHIN_TOL(POSCHORD, 70935934-22-R-17602075, 334512, RUN) Wf_Engine_Util.Function_Call(POS_SCO_TOLERANCE_GRP.SHIP_QUANTITY_WITHIN_TOL, POSCHORD, 70935934-22-R-17602075, 334512, RUN)

The issue can be reproduced at will with the following steps:
1. Supplier Initiating changes on Quantity and Promised date sent through XML gateway
2. Workflow goes into error
3. PO still in In Process status
4. Buyer does not get any notification to approve the PO change
