Learner Home Page, Course Catalog, Categories Are Not Sorted Alphabetically By Their Label

Symptoms
In Oracle Learning Management (OLM), when a Learner looks at the "Catalog", and the learner clicks on a Category name, the list of Courses that belongs to this Category are depicted. However, the list is Not sorted in any particular order (alphabetical sequence).
Under Customers Course Catalog:
Accounting, Annual Training Center, Aviation, Civil Engineering, Communications, Compliance, Computers, Construction and Maintenance, Electrical Engineering, Energy Supply, etc...
So when the learner clicks on "View all categories" the entire list becomes scrambled (not in alphabetical sequence).
Furthermore, the category titles are not in alphabetical order either down or across. They are displaying in the sequence of their Category_Usage_Id. Even then the categories are not in any particular order.
