Symptoms
You have PARCEL Mode rate offerings that are to be used on the same itinerary as TL/LTL rates.
You want to allow consolidation on the TL/LTL rates but not on the PARCEL rates.
You observe that OTM creates PARCEL shipments containing multiple orders (orders with common source/destination locations and time windows).
Your desired result is that OTM consolidate where possible, on TL/LTL shipments and then build the rest as individual PARCEL shipments.
