Error: ####### specified is not a valid original catalog. When Uploading Item Information to the Catalog (Doc ID 2273181.1)

 Using Purchasing, Version  12.2


Attempting to upload the new item information in the iProcurement Catalog and the result is an error (noted below).
PDOI to update the local blanket agreement also may fail.


The data should be imported properly as the proper information is being passed.



Error: ####### specified is not a valid original catalog.
PO_PDOI_INVALID_ORIG_CATALOG (Error: ####### specified is not a valid original catalog

Replication Steps:
The issue can be reproduced at will with the following steps:
1.Data is being loaded via iProcurement Catalog Administration or Purchasing Documents Open Interface
2. As the import process runs - the following error (above) is found in the po_interface_errors table.


FND Logging shows -

po.plsql.PO_DRAFTS_PVT.get_cat_admin_authoring_status.BEGIN 2 Start of subprogram.
po.plsql.PO_PDOI_ERR_UTL.add_fatal_error.BEGIN 2 Start of subprogram.
po.plsql.PO_PDOI_ERR_UTL.add_error.BEGIN 2 Start of subprogram.
po.plsql.PO_INTERFACE_ERRORS_UTL.add_to_errors_tbl.BEGIN 2 err_name = PO_PDOI_INVALID_ORIG_CATALOG
po.plsql.PO_INTERFACE_ERRORS_UTL.add_to_errors_tbl.END 2 End of subprogram.


Its showing locking is applicable - but this is a local blanket agreement so it should not be applicable.
