Error at Startup After Cloning OTM: "Authentication Failed for user system" (Doc ID 2273220.1)

Symptoms

You have cloned the database from Production to your Test environment by following <Note 1313815.1>

You have updated the system and guest user passwords by following the instructions in the Security Guide in section "Update an OTM User Password via a Script"

The Test environment was working previously, but now after the database refresh an authentication error is received on startup:
