Cost of CTO Orders are zero despite of having BOM defined

There are cases where the Item cost for CTO items are coming as zero even though the BOM for the items are defined.

There are Drop ship scenarios where Sales order is booked/configured in sales office A and place an order to organization B and item is a Make item.  But the CTO items are getting created with 0 cost even though BOM is defined in the Sourcing org i.e organization B.
