After Patching Users Cannot Add New Record in Customer Display When Test Used in Specifications

On : 12.2.4 version, Quality Management Tests

After patching, users are unable to add a new record in customer display on a test once the test is used in specifications.
This use to work correctly before patching.

To be able to add a new record in customer display when the test is used in specifications.s.

The issue can be reproduced at will with the following steps:
1. Responsibility: Quality Manager
2. Navigation: Setup > Tests
3. Query an existing test and try to add customer display information and make other modifications.
