Symptoms
After adding a spot bid tender remark, the remark id defaults to a different value once finished
It is expected that once the remark is added and saved to the database to have the remark id kept to the value entered
The issue can be reproduced at will with the following steps:
1. Login as servprov user
2. Edit the tender and add two remark qualifiers with values
3. Click on Finished
4. Revisit the tender and notice that the remarks qualifiers have been defaulted to another value.
