iProcurement Requisition Headers Attachment Link Not Working (Doc ID 2276003.1)

Symptoms

In Oracle iProcurement, Release 12.2.5, the View Attachments link is not working.


Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. iProcurement responsibility > iProcurement Home Page
3. Click the Requisitions tab.
4. On the Requisitions View page, open the desired requisition.
5. On the Requisition Details page, click the link to view attachments.  The "Processing..." image appears on the screen, but the attachments do not display.
