PIM: No Data Found in the LOV for Assignee, Person Name Format is First Name, Last Name

When attempting to create step for Assignee on workflow, searching by person name shows No items found.

Expecting to find person and user can assignee on workflow

The issue can be reproduced at will with the following steps:
1. PIM Setup User > setup workbench > change management > workflows
2. Select any workflow and click on 'Update' > Click Add step
3. Select assignee as person and enter the person name to search.
4. No items found
