Cannot Publish Solicitation Due to Amendment Approval Being Stuck (Doc ID 2276940.1)

On CLM 12.2.3, User does not have the option to publish a Solicitation after it has been approved by another user on behalf of the approver.

The option to publish should be available on the Solicitation after it has been approved.

The issue can be reproduced at will with the following steps:
1. Create an RFQ
2. Have a member submit an amendment
3. Approve the amendment via another user on behalf of the approver
4. User does not have the ability to publish

Due to this issue, users cannot publish the amendment to the solicitation
