Symptoms
On : 12.2.5 version, GST (Future Use)
When attempting to apply BOE from Receipt (India Tax details --> Tools--> Receipt header Information)
the following error occurs.

Function not available to this responsibility. Change responsibilities or contact your System Adminsitrator
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO with Custom taxes
2. Create a Receipt.Before confirming the taxes in India Tax details,Navigate to Tools --> Receipt header Information
3. Reported error appears

Due to this issue, users cannot apply BOE from Receipt window
