Packing Instructions And Shipping Instructions Are Not Passed From Order Management Table to Shipping Table (Doc ID 2277884.1)

Goal

Create a sales order and provide a value for fields "Packing Instructions" and "Shipping Instructions" at sales order header level (OE_ORDER_HEADERS_ALL table).
These value are NULL at sales order line level (OE_ORDER_LINES_ALL table).
After booking the order the "Packing Instructions" and "Shipping Instructions" values is not passed to Shipping (WSH_DELIVERY_DETAILS table)

When setting these fields at sales order line level, the value is passed to Shipping (WSH_DELIVERY_DETAILS table).

Is this the standard behavior or is this a bug?
