R12: AP: Payables Open Interface Gives Error ZX_TAX_RATE_NOT_EXIST "This Tax Rate Does Not Exist."

Symptoms
The Payables Open Interface gives the rejection message:
ZX_TAX_RATE_NOT_EXIST This Tax Rate does not exist.
There are no taxes on the invoice that is being imported that gets this rejection message.
STEPS
-------------
The issue is reproducible at will using following steps:
1. Navigate to the Payables Responsibility
2. Go to Standard Request Submission (SRS) screen
(N) Other > Requests > Run
3. Run the Payable Open Interface Import program.
4. Observed above error message in log file
