"Failed to connect to the database given by data source dbaglogowner" Exception Occurs in the Middle of OTM Migration or Installation

Symptoms
When running the create_all script (for OTM database object creation) or running the db_patch script (for data migration), the script fails in the middle of execution with the following exception:
The above exceptions can be seen for multiple reasons such as incorrect DB user credentials provided, incorrect DB SID specified, etc... . For this particular issue, it is important to note that this error is seen AFTER the script has made multiple connections to the database and has been executing for several minutes. Depending on your activity (installation vs. migration) you should check the import_content log or create_content log that is generated when running the scripts to see the error.
