FND_STANDARD_DATETIME And FND_STANDARD_DATE_TIME Value Sets Data Cannot be Saved (Doc ID 2279820.1)

After applying patch:19402657, users are unable to save  data entered din value sets  "FND_STANDARD_DATETIME" and "FND_STANDARD_DATE_TIME defined in Extra Information structures,

Users should be able to save  data entered in value sets "FND_STANDARD_DATETIME" and "FND_STANDARD_DATE_TIME  from  Extra Information structures,

The issue can be reproduced at will with the following steps:
1. HRMS Manager
2. People > Enter and Maintain
3. Others > Extra Information > Work
4.Injury Information:enter the data in “Date & time of Injury” Field as below and click ok. (Value set which is  assign to this Field : FND_STANDARD_DATETIME)
5.Then Click “Save” * the Record is not  saved

What is working
If data is not entered in the segment with the value set FND_STANDARD_DATETIME the EIT is getting saved
Is using FND_STANDARD_DATE there is no error
