PAY_BALANCE_PKG API Performance Issue

On : 12.1.3 HRMS RUP 9 version, in all instances,

When running a custom report that calls the seeded PAY_BALANCE_PKG API,
it is observed that the sql takes a long time to complete.

The top sql appears to have a wait issue

It is expected that the use of the seeded PAY_BALANCE_PKG API
complete in a reasonable amount of time

The issue can be reproduced at will with the following steps:

1. Create custom sql that call the seeded PAY_BALANCE_PKG API
2. Observe that the sql takes a long time to complete

The issue has the following business impact:
Due to this issue, get output from the custom report in a reasonable amount of time
