Able To Reassign Case Folders In Submitted Status

On : 12.1.3 version, Credit Mmgt WorkFlow Processes

Any case folder in Submitted Status can be reassigned to a different credit analyst. All notifications now go to the new credit analyst.

Expect the case folder should not be reassigned if submitted.

The issue can be reproduced at will with the following steps:
1. Submit a case folder for approval.
2. Case folder is in Submitted status.
3. You are able to go to Credit Scheduler responsibility and reassign a case folder to a new credit analyst.

The issue has the following business impact:
Due to this issue, users can reassign case folders in submitted status.
