Installation of <Patch 25441839> via opatch fails with the following error:

OPATCH_JAVA_ERROR=CheckConflict: OPatch Exception while accessing O2O
Cannot check bug/file conflict and component prerequisite checks.

Note however there is no issue when running opatch lsinventory from the same oracle home (10.1.2 Oracle Home), and both servers have the latest opatch installed.
