Users report the installation of <Patch 25441839> via opatch fails with the following error:

OPATCH_JAVA_ERROR=CheckConflict: OPatch Exception while accessing O2O
Cannot check bug/file conflict and component prerequisite checks.

Note however there is no issue when running opatch lsinventory from the same oracle home (/u1/DOT1/apps/tech_st/10.1.2), and both servers have the latest opatch installed.
