ACTUAL BEHAVIOR

Launch Components Availability Calculations concurrent request returns no rows.  The form shows
 
Unreleased Fully Allocated (0)
Unreleased Partially Allocated and Unallocated Jobs (0)

EXPECTED BEHAVIOR

There should be Shortages

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. MES Supervisor-> Components Availability
2. Launch Concurrent Request - Nothing is returned <<<< main problem
