Unable to make the first name or last name field mandatory in create person page (Doc ID 2282402.1)

Symptoms

On : 12.1.3 version, Patch Application Issues

Actual Behavior

After applying this <patch 24963789:R12.CSZ.B> the following has occurred:-

When you click Create you are taken to the Create Person screen as expected and if I enter no details and click Cancel because the last name field is mandatory the system requires a last name.

The only way to cancel is then to enter a value into the last name field and then the system will let you press Cancel and go back to the Agent Dashboard screen.

Expected Behavior

If a user enters the create person screen in error the system should allow the user to cancel out of the form.

Steps to Reproduce

The issue can be reproduced at will with the following steps:
Case Management Service>case management
Click on Party Search
Click on Create
Click Cancel.

The system does not allow the users to cancel out of the form as the Last Name Field is mandatory.
