Error "Bill-To address for this customer is inactive" While Creating Quote via HTML UI (Doc ID 2282438.1)

Symptoms

On Prod and Test:  12.2.5 version, HTML User Interface

Unable to create Quote for some customers. This works fine in Forms-UI

ERROR

The Bill-To address for this customer is inactive. Please choose a different Bill-To address.
This site is not a valid site for given Bill to Customer Account/Customer Account.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to EBS with Quoting User responsibility
2. Create Quote
3. Enter Quote header info such as customer number etc
4. Apply
5. Receive Error while saving the quote header


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the user cannot create a quote for this customer.
