Requisition Workflow process is submitted twice while click on submit button in edit submit page in

Requisition Workflow process should not be submitted twice while click on submit button in edit submit page in
STEPS
-----------------------
1. Create Requisition and submit for approval from IProcurement
2. After sometime, withdrew the requisition and resubmit the requisition for approval.
3. While resubmitting the requisition, user is clicking the submit button twice.
4. After click on two times submit button, it is going for approval. But two times the workflow process is getting triggered and two times the workflow approval notification is going to approver.
