After Applying Patches Unable To Release Step In OPM Batches, Form Hangs and Error Unexpected User-Defined Exception (Doc ID 2282975.1)

On : 12.1.3 version, Batches

After applying patch 25246717:R12.GME.B, when releasing a step, receive error: Unexpected User-Defined Exception. Additionally, the form hangs and then the user has to exit application. This happens for batches where there is a reservation and upon step release the material should be consumed. If change release type to manual and enter transaction forms hangs as well. This happens when there is an ingredient that has contribute to yield set to No.
INV and GME libraries and forms were recompiled; no change, form continues to hang.

Forms not to hang.

The issue can be reproduced at will with the following steps:
1. Responsibility: Production Supervisor
2. Navigation: Batch Details
3. Click on batch steps form and release step which will consume ingredients or click on transact form. Transact ingredient.
