Reconcile Option Is Not Available For Completed Offers

On : 12.2.4 version, Offers

Reconcile button is not visible for Accrual offer in Completed status

The issue can be reproduced at will with the following steps:
1. Create and activate accrual offer with start date of today and end date of year end.
2. Create accruals so that offer has some earned and paid amounts.
3. Move offer status to Terminated.
4. Navigate to Checkbook midtab. Note that Reconcile button is not visible.
