ADOP Cutover Phase Is Failing With Warning Found Invalid Cross References In FS Config Files

Symptoms
On : 12.2.6 version, Online Patching - OP
When running adop phase=prepare for the next patching cycle, we noticed this warning below:
[WARNING]: Found invalid cross references in FS config files.
The issue can be reproduced at will with the following steps:
1. Followed the note "Deploying JRE (Native Plugin) for Windows Clients in Oracle E-Business Suite (EBS) Release 12 (Doc ID 393931.1)" to update JRE from 1.6.0.27 to 1.8.112
2. Applied these patches 21624242, 25124879 to our EBS 12.2.6.
3. Ran adop phase=prepare
