R12:CE: CE System Parameters Can Not Be Seen and Can Not Update Internal Bank Accounts (Doc ID 2283713.1)

Symptoms


Cash Management System parameters can no longer be seen for a specific operating unit.

Expect to be able to see Cash Management System parameters for the OU

The issue can be reproduced at will with the following steps:

1. Responsibility: Cash Management Super user
2. Path: Setup>System parameters

Recently noticed that the Cash Management System parameters which have been in place since
upgrade to R12 3 years go can no longer be seen for a specific operating unit.

Note:
The responsibility has the appropriate CE UMX security access policies assigned
and a MO:Security profile which can access multiple operating units.

Also have the identical setup in Test environments and there is no issue viewing all operating units
which the responsibility has security access to.

As a result, the user can not update any internal bank account for the given operating unit which isn't visible in System Parameters at this moment.


The issue has the following business impact:

Can not currently update any internal bank accounts which are owned by the Legal entity/Operating unit which is not displayed in the CE System parameters even though the system parameters exist.
