Able To Enter Decimal Quantity In Purchase Order For Serial Controlled Items (Doc ID 2283871.1)

Symptoms

Current Behavior:
Able To Enter decimal quantity in purchase order for serial controlled items.

Expected Behavior:
Users should not  be able To Enter decimal quantity in purchase order for serial controlled items.

The system doesn't prevent user to split sub-inventories on Purchase Order Distribution Level,
so user is allowed to divide Distribution PO Line into several sub-inventories and various locations.
The ordered quantity has been automatically split while dividing purchasing distributions.

When trying to receive the ordered quantity, system stops the user with the error : 'Serial Control Requires an integral transaction quantity'.
Validation is added in Receiving as part of Bug 7672574 - TST1211:ABLE TO OPEN LOT SERIAL FORM FOR A QUANTITY IN DECIMAL FOR SERIAL CONTRO
