Unable to Split Lines Where Status Is Released to Warehouse via Shipping Transaction Form

On :  12.1.3 version,    

After mobile Pick Customer is unable to split line in the shipping transaction form where the status =" Release to Warehouse"

the following error occurs.

Error Id ==> 26786576

 Is_Action_Enabled returns ==> E
 Entering WSH_UTIL_CORE.ADD_MESSAGE (WSHUTCOB.pls 120.21.12010000.7) (07/07/2017 11:27:32 AM)
   msg_buffer ==> This action cannot be performed on all selected records.
   E:This action cannot be performed on all selected records.

Action Code ==> SPLIT-LINE
Delivery Detail Id ==> 26786576

FND_API.G_EXC_ERROR exception has occurred.

The issue can be reproduced at will with the following steps:

1.Responsibility : Oracle Order Management

2.Navigate to Shipping

3.Transactions Form > Query order

4.Select line where status = Released to Warehouse

5. Actions >  Split line
