Purchase Order Creation Could Not Be Initiated Error After Award Completion (Doc ID 2285131.1)

When attempting to create purchase order from a RFQ (request for quotation), the following error occurs:

Purchase Order Creation could not be initiated. Please check with your system administrator

The FND report shows the following additional details:

0 START_PO_CREATION : exception while checking whether req-based auction :ORA-01403: no data found
PON_AUCTION_CREATE_PO_PKG.get_vendor_contact_idORA-01403: no data found

STEPS TO REPRODUCE:
--------------------------

1. Autocreate Requisition to Sourcing RFQ
2. Suppliers submit their quotes
3. Buyer analyzes the quotes 
4. Meanwhile, Buyer returns one requisition line and whole requisition is in returned status
5. Buyer try to award PO in Sourcing Responsibility
6. Gets the above error.
