Receipts Could Not Be Created Error (Doc ID 2285155.1)

Symptoms

When attempting to create a receipt in iProcurement Responsibility, the following error occurs:

ERROR:
Receipts could not be created for some of the items because of one of the following reasons:
The transaction could not be completed successfully. Please contact the system administrator for assistance.

Steps to reproduce:
1. iProcurement Responsibility
2. Receiving Tab
3. Search Order number
4. Select Item
5. Create receipt -> Submit
6. Error occurs
