Scheduler Only Reschedules One Lower Service Level Agreement To Fight 1 Of 2 Higher Service Level Agreements (Doc ID 2286444.1)

Consider a situation in which 3 Next Day Tasks were scheduled with a status of "Planned" all of which had planned end dates of tomorrow for example :7/11/2017. Resource was available the entire shift. Two Same Business Day (SBD) Task with 4hr Service Level Agreement(SLA)s were created and scheduled. The first SBD Task will be scheduled the same day and scheduler pushes the Next Business  Day for the same plan window out to fit the tighter SLA, however the 2nd SBD call does not result in the schedule of the NBD Task getting pushed instead of violating the SLA and scheduled task for the Next Business Day and does not consider moving one of the available NBD Tasks from 7/10 to 7/11 and schedules the Task for the SBD.Is this a bug or intended?
