Offer - Quantity Limits -- Any Updates To The Quantity Is Not Saved

Symptoms
Trade Management > Offer - Quantity limits -- any updates to the quantity is not saved
In Trade Management an offer is created with quantity limits, Max quantity Limits are entered at specific line.
Users want to change the quantity limit > user entered a new limit -- press OK button.
Re-visited limits window (where quantity is changed) > user could see the revised quantity.
Pressed SAVE button on the offer to save the changes > a confirmation message showed up.
Tried to verify the limit again to make sure revised quantity is saved, the quantity is reverted to original quantity and re-vised quantity is not saved in the Limits window.
