Symptoms

ACTUAL BEHAVIOR

When attempting to start OTM services, the startup fails and the following error is observed in the weblogic console log when attempting to start the OTM web server:

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to start OTM service successfully with no errors.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Start the OTM web server.
2. The web server fails upon startup with the above exception in the weblogic console log.
