ACTUAL BEHAVIOR

Trying to set HZ: Merge Master Party Defaulting profile option at USER level the system doesn't have this option.
The HZ: Merge Master Party Defaulting/HZ_PARTY_MASTER_DEFAULT profile option is limited to site level only in it's definition. Trying to set this profile option at user level to allow a specific user's actions to use the USER HOOK method rather than the MOST ACCOUNTS which is defaulted.
In the Data Librarian User guide the value for the profile can be updated at all levels:

EXPECTED BEHAVIOR

The profile option HZ: Merge Master Party Defaulting should be able to set it at USER level.
STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: System Administrator
2. Navigation: Profile > System
3. Query the profile option HZ: Merge Master Party Defaulting
