ACTUAL BEHAVIOR
---------------
Cost Collection Manager only starting 1 Material Cost Collection Worker for a large number of transactions.
After upgrade from 12.1.3 to 12.2.6 the Cost Collection Manager is only spawning 1 Material Cost Collection Worker, rather than many. Because of this with a high volume the Material Cost Collection Worker is running over 5 hours.

Expect multiple Material Cost Collection Workers to be created.
