Symptoms

ACTUAL BEHAVIOR
---------------

The Nonrecoverable Tax Distribution has same account as the first Item distribution
The rest of the item distributions have different account, but the rest of the Nonrecoverable Tax Distributions have same account

Invoice Line1 # amount 50,
ITEM LINE :: CCID: XX.YY.ZZ and amount # 40
NON RECTAX:: CCID: XX.YY.ZZ and amount # 10

Invoice Line2 # amount 40
ITEM LINE :: CCID: XX.YY.AA and amount # 30
NON RECTAX:: CCID: XX.YY.ZZ and amount # 10 (here ccid coming from first line instead of second item)

EXPECTED BEHAVIOR
-----------------------
Nonrecoverable Tax Distributions should have different Tax Accounts - as per Item distributions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility = Payables Manager
2. Navigate to Invoice Workbench and search for Invoice
3. The Nonrecoverable Tax Distribution has same account as the first Item distribution
The rest of the item distributions have different account, but the rest of the Nonrecoverable Tax Distributions have same account
