Goal

When attempt to add a new asset using Polish method with backdate DPIS(=Date in Service), the following error occurs to prevent to add it.

APP-OFA-48392: FA_POLISH_NO_PRIOR_ADD

Steps to Reproduce
1. Create a new depreciation method with Polish rule on (N)Setup > Depreciation > Methods

2. Add a new asset using Polish method with backdate DPIS

Open Period     : APR-2016
Date in Service : 01-MAR-2016 *backdate
Method          : *Polish method from Step1
