Item Import Program INCOIN Creating Four Unnecessary Error Records in MTL_INTERFACE_ERRORS For Successful Import (Doc ID 2287761.1)

Found that for successful item/catalog imports the disk space is filled with irrelevant log messages printed in MTL_INTERFACE_ERRORS while doing massive imports.
The following are the errors found in the concurrent request log and in the interface errors table:

INV_ITEM_CATEGORY_OI.process_Item_Category_records: Before missing inventory_item_id
INV_ITEM_CATEGORY_OI.process_Item_Category_records: Before checking for created_by
INV_ITEM_CATEGORY_OI.process_Item_Category_records: After checking for created_by
INV_ITEM_CATEGORY_OI.process_Item_Category_records: Value for p_upload_rec_flag is 1

There should not be log messages when debug is not setup and concurrent request finish with success.

The issue can be reproduced at will with the following steps:
1. Run INCOIN for items and category assignments
2. Request completes without error
3. Request log shows massive amount of messages - 4 messages for each item imported
4. Interface error table is also showing the irrelevant errors messages - 4 error records for each item imported
