Batch Created with BBA functionality Not Listed in "Initial Balance Structure Creation" Parameter (Doc ID 2287769.1)

Problem Statement:

Batch created using BBA Spreadsheet Interface is not listed in the Batch parameter LOV in the concurrent program "Initial Balance Structure Creation" and "Initial Balance Upload".

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1.  Login as HR Responsibility.
2.  Create batch header and lines using BBA functionality.
    (N) Mass Information eXchange: MIX > BBA Spreadsheet Interface
3. In the Submit Request form, specify "Initial Balance Structure Creation".
    (N) Processes and Reports > Submit Processes and Reports > Single Request
4. In the Parameters form Batch LOV does not list the batch created in step 2 above.
   Same with concurrent program "Initial Balance Upload".
