Unable To Receive Inter-Organization Transfer Due to Missing Shipment Supply

On : 12.1.3 version, Receiving Functions
Inter-Organization transfer had been completed from source to destination organization. While attempting to to perform receipt against the shipment number, cannot see the Shipment number on Oracle receiving Form.
Expect the shipment number to be available for receiving.
STEPS TO REPRODUCE
The issue can be reproduced with the following steps :
1. Navigate to Purchasing/Inventory responsibility
2. Receiving > Receipts
3. Query the Inter Organization shipment number
4. Shipment number not available for receiving
