Lockbox Is Not Allowing To Apply Receipt Against Transaction When the BILL_TO is Inactive

Using Lockbox, a Receipt needs to be applied against Transactions where the Customer BILL_TO site is in INACTIVE status.

This does not produce an Error but the functionality is allowed when creating a Receipt from Receipt Workbench.
