Why The Field REASON Is Not Avaliable When Cancelling A Requisition In Oracle IProcurement?

Symptoms

When attempting to cancel a requisition, the reason code text box is not visible
It should be available. As its available in core forms.


The issue can be reproduced at will with the following steps:
1. Create Req, dont create PO
2. Do Cancel requisition.
3. Reason code text box is missing.
4. Same is available if there is a PO.
5. It should be available as reason is available when canceling req without
PO from core forms.


Due to this issue, users cannot enter reason for cancelling the requisition.
