ACTUAL BEHAVIOR
---------------
Customer has multiple delinquent invoices in different Operating Units. OU1 has an active strategy on bill to level. OU 2 has an active strategy at invoice level. When the strategy processes are run for OU1 The active strategy for OU2 is cancelled by the request IEX: Strategy Management. When OU2 runs the processes the same occurs and the active strategy for OU1 is cancelled.

EXPECTED BEHAVIOR

Running strategy for OU 1 should not cancel strategy for OU 2

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Vision Operations : Bill To
2. Vision Project Mfg : Delinquency
3. Organization name : Customer1
4. Assign Strategies to both the OUs.
5. When Strategy Management cp is submitted for Vision Operations, it canceled
the Stragey assigned at Delinquency level.

Due to this issue, users cannot run strategies in both OUs.
