User created a Conversion RPA (NOA 5xx) that was converting a GS-15 employee to SES position. The TO Basic Salary was coded as $166712. RPA was saved to the Inbox. When the RPA was opened from the In-Box, the TO Salary fields (block 20c and 20) were refreshed to the FROM Side Basic Pay side (block 12a).
User created a NOA 890 (Misc Pay Adj) for an SES employee eff 08-Jan-2017. Entered new salaries in block 20A. Saved RPA to Inbox. Recalled RPA from Inbox and TO Salary fields (block 20c and 20) are being refreshed to the FROM Basic Pay Field (block 12a).
This issue is happening on other employee groups whose step equals 00 (e.g. demonstration project records). Pay Plans ES, ST, SL, IP, IE, etc.
A bug in Oracle refresh code is causing the TO pay values to be refreshed with the FROM side pay values when a manual refresh is performed or when the RPA is saved to the inbox and retrieved for processing.
Workaround: User can update TO side salaries and update HR without saving to Inbox.

The issue can be reproduced at will with the following steps:

Employee on a GS-15 Position
Status, Cursor In
Navigation: Req Personnel Action > Conversion to Appointment
Conversion to SES Career Appointment
Searched for the new ES-00 position
Changed the Step and the Basic Pay
Selected the Refresh button and got the following message:
APP-GHR-38486: The following items have been refreshed:
20C, Adjusted Basic Pay from 166712 to 100624
20 Total Salary from 166712 to 100624
Went back to the Position Data tab and the Adjusted Basic Pay and Total Salary fields were changed as a
results of selecting the Refresh button
