Purchase Order Cannot be Sent via OSN due to Connection Reset Error

On Release 12.1.2 version, Message Routing

When attempting to Send a PO XML via the OSN the following error occurs.


Error in Transaction Monitor:
Delivery Status: Error
Delivery Message: Failure Connecting to Server

Error in XML Gateway Log file:
oracle.apps.ecx.oxta.ConnectionFailureException: Connection failure resulting from: java.net.SocketException: Connection reset

The issue can be reproduced at will with the following steps:
1. Create a Purchase Order in PO module
