ACTUAL BEHAVIOR

While doing upgrade from 11.5.10.2 to 12.2.0 the script oklstrmdtupg.sql is running for long time

EXPECTED BEHAVIOR

The expectation is that the script finishes in less time

The issue can be reproduced at will with the following steps:
1. Perform 11i to 12.2.0 upgrade
2. Script oklstrmdtupg.sql is running for long time
