LNS_AGREEMENT_REQUEST_FAILED when submitting Loan Adjustment for Approval



The issue can be reproduced at will with the following steps:
1. From Loan Dashboard enter loan number and click on Go
2. Click on Loan number to open loan.
3. Go to the Funding TAB
4. Go to the Loan Adjustments TAB
5. Click on Add Another Adjustment
6. Enter the adjustment information
7. Click the Save button
8. Click the Approve button
9. Click Apply button> get error message

The issue has the following business impact:
Due to this issue, users cannot approve loan.
